Seong-sil loses a friend in the collapse of the Chilseong Building. Years later, she begins to feel her apartment shaking. She reports it to anyone who will listen, but no one believes her. Rumors spread that a new apartment complex is to be built on the site of the collapsed Chilseong Building, and as the bereaved families of the disaster begin a hunger strike, Seong-sil makes a decision.
